It is a bet less mess if you put the downy in a plastic bag, (the sandwitch size is good) and then stick the dolls head in. It takes less downy (about a cup). Just make sure that all the hair is covered and nothing gets near the eyes.
Also someone on this board wraps their doll's body in plastic wrap. I think that is a great idea. It keeps the body from getting any water on it and also keeps the neck strings out of the way.
Try putting hot curlers in Samantha's hair to give her back some curl. Just make sure they are not too hot.
